Floyd Taylor Files for Congress in Indiana’s 9th District as Independent Candidate

Hardinsburg, IN — Floyd Taylor, a technologist, civic builder, and longtime advocate for open-source democracy, has officially filed FEC Form 1 and Form 2, declaring his candidacy for the U.S. House of Representatives in Indiana’s 9th Congressional District.

Taylor is running as an independent, unaffiliated with any political party or PAC. His campaign centers on a bold new approach to representation: a constituent-facing app that allows residents of the district—whether they vote or not—to provide real-time input on legislation, policy priorities, and district needs.

“I’m not running to join the noise,” said Taylor. “I’m running to build tools that serve everyone in this district. If elected, I’ll use the app to guide every vote I cast—not based on party lines, but based on what the people tell me directly.”

Taylor’s background includes launching Jeffnet, one of Oregon’s earliest non-commercial internet providers, and decades of work in IT infrastructure and civic technology. His campaign platform includes constituent-driven approaches to major national issues such as inflation, healthcare, AI governance, climate resilience, and government transparency.

“This isn’t politics-as-usual,” Taylor added. “If I win, the app launches. If I don’t, it doesn’t. I’m betting everything on service—and I’m not playing around.”

Taylor’s candidacy marks a rare independent bid in a district historically dominated by party politics. His campaign invites voters of all affiliations—and even non-voters—to participate in shaping policy through technology and direct engagement.
